I want to transfer my old credit card balance to a new one. I have 6 months 0% APR on one but it’s about to expire.
* Can I transfer to another credit card with 0% apr for another 6 more months (or more) without paying any penalty?
* Where do I have to look at if I have to pay penalty or not? My current cc or the new one?
* Any good credit card comparison site?
* which one is the best for earning miles to buy airline tickets?
* I don’t care on the APR

To quickly see which reward card will pay you the most for your normal spending, you can try this reward calculator:
http://www.creditcardtuneup.com/
That calculator translates all earnings currencies (miles, points, etc.) into dollars to enable and apples-to-applies comparison.
Many of good rewards cards also have introductory 0% APRs. (e.g. Chase Freedom, AmEx Blue Sky, etc.) However there’s usually a 3% balance transfer fee with, often, a $75 maximum fee.

I am using Delta Sky-miles Platinum American Express. It has a yearly fee, but gives you one free companion ticket certificate every year (i.e. when I buy a ticket, my companion flies for free) and it certainly saves more than the yearly fee. In addition, you can use it when buying precious items (e.g.: laptops) and this card doubles the warranty period. Their customer service is terrific.
It also has lots of promotions to earn miles. Last year I used a free ticket to Turkey, and this year I earned another one without even flying, only using the card for purchases and referring it to friends…
You may choose lesser card (gold) to platinum for lesser yearly fee, but I don’t recommend it. (But maybe, you can start with gold and then upgrade it to platinum to get additional sign-up bonus. If it works that way.)

The Blue Sky® Credit Card
A very popular credit card from American express, the Blue Sky® Credit Card, is a truly rewarding partner when it comes to airline rewards. Besides providing the world class American express benefits, this credit card offers savings on any airline, hotel or car rentals. The great feature of the Blue Sky® Credit Card reward program is that there are no blackout dates and the credit card comes without any travel restricitons. The big big bonus on the Blue Sky® Credit Card is the 0.00% IntroAPR and of course No Annual Fee. Say good bye to travel restrictions and welcome airline rewards with open arms.
